Blink Definition/Meaning:
An attribute that causes a character to be intermittently displayed on a
screen at a regular rate, usually in the range 1 - 10 Hz. The technique used for
presenting data on a cathode-ray tube inherently causes it to blink at a rate
usually in excess of 50 Hz; this is not usually apparent to the eye but when it
is it is referred to as flicker.
