Noisy Mode Definition/Meaning:

A method of operation that is sometimes used when normalizing a floating-point number. If the mantissa is shifted m bits to the left during normalization, then in noisy mode the digits generated to fill the m rightmost bits in the normalized mantissa are not necessarily zeros.
